The issues that shape daily life in Riverside Terrace — safety, cleanliness, infrastructure, responsible development, preservation, and community pride.

Priority 01

Public Safety and Quality of Life

Safe streets, peaceful blocks, and responsive public agencies for every Riverside Terrace family.

Why it matters

In our 2024 neighborhood survey, 83.3% of residents named crime & safety a top concern — the single highest-ranked issue. Families deserve safe streets, peaceful blocks, and responsive public agencies.

What RCA is doing

RCA organizes residents, documents recurring concerns, communicates with public officials, and encourages coordinated civic action.

How residents can help

Attend meetings, report urgent matters through proper channels, share information responsibly, and support RCA's public safety advocacy.

Priority 02

Southmore & Emancipation Corridor

Tackling nuisance bars, properties, and activity at the neighborhood's busiest corner.

Why it matters

Issues at the corner of Southmore & Emancipation were the second most-cited concern in our 2024 survey. Nuisance bars, the Southmore Market, and troubled apartments concentrate noise, trash, traffic, and crime at the gateway to the neighborhood.

What RCA is doing

RCA documents nuisance properties, presses for the Civility Ordinance and code enforcement, and works with the City, HPD, and property owners to clean up the corridor.

How residents can help

Report problems with dates and photos, support RCA's advocacy with the City, and attend meetings focused on the corridor.

Priority 03

Noise Pollution

Persistent noise from vehicles, entertainment venues, and late-night gatherings disrupts sleep, health, and quality of life across Riverside Terrace.

Why it matters

In our 2024 neighborhood survey, 68.2% of residents identified noise pollution as a major issue — the third highest-ranked concern. Chronic noise affects sleep, mental health, and the ability to enjoy our homes and outdoor spaces.

What RCA is doing

RCA is documenting recurring noise hotspots, engaging Houston's noise ordinance enforcement, and advocating at City Council for stronger protections for residential neighborhoods.

How residents can help

Report noise violations to Houston 311, document patterns with dates and locations, and bring concerns to RCA meetings so we can build a coordinated case for enforcement.

Priority 04

Parking, Traffic, and Street Safety

Calmer streets, safer crossings, and balanced parking for residents.

Why it matters

Speeding, cut-through traffic, and parking pressure affect children, elders, and everyone walking the neighborhood.

What RCA is doing

RCA pursues speed humps, permitted parking petitions, and other traffic-calming tools where neighbors support them.

Sign petitions, attend traffic meetings, and document concerns on your block.

Priority 05

Illegal Dumping and Nuisance Conditions

Cleaner streets, vacant lots, and corridors across the neighborhood.

Why it matters

Illegal dumping degrades quality of life, lowers property values, and signals neglect to outside agencies.

What RCA is doing

RCA tracks recurring dumping locations, coordinates cleanups, and pushes for stronger enforcement and prevention.

How residents can help

Report dumping to Houston 311, support cleanup days, and share photos with RCA so we can document patterns.

Infrastructure and Sidewalks

Walkable, well-maintained streets, sidewalks, and drainage.

Why it matters

Reliable infrastructure is the foundation of a safe, dignified neighborhood.

RCA tracks infrastructure issues and advocates for repair, drainage improvements, and equitable capital investment.

Report issues through 311, share locations with RCA, and support infrastructure advocacy.

Priority 07

Parks, Beautification, and Public Spaces

Beautiful, well-loved parks and public spaces that reflect neighborhood pride.

Why it matters

Parks and public spaces bring families together and define the character of Riverside Terrace.

What RCA is doing

RCA partners with Friends of Riverside Park and supports beautification projects across the neighborhood.

How residents can help

Volunteer for cleanups, plantings, and park events. Share what you'd like to see improved.

Homelessness and Community Response

A coordinated, compassionate response that connects people to services and keeps public spaces safe.

Why it matters

Neighbors raised homelessness and related activity — especially around the Southmore corridor — throughout the survey. A lasting response pairs compassion with accountability: connecting unhoused neighbors to services while protecting shared spaces.

What RCA is doing

RCA is developing strategies with the City and non-profit partners to connect unhoused neighbors with services and address conditions that affect public safety.

How residents can help

Share observations responsibly, support partner organizations, and help RCA connect people to the right resources.

Responsible Development

Growth that respects existing families, scale, and community character.

Why it matters

New construction shapes the neighborhood for generations. Riverside Terrace deserves thoughtful, context-sensitive development.

RCA monitors development activity, engages with city processes, and advocates for protections like minimum lot size where appropriate.

How residents can help

Stay informed, attend public hearings, and contact RCA when development concerns arise on your block.

Neighborhood Preservation

Protecting the historic character of Riverside Terrace homes and streets.

Why it matters

Riverside Terrace is one of Houston's historic communities. Its architecture and history deserve protection.
