Neighbors raised homelessness and related activity — especially around the Southmore & Emancipation corridor — throughout the 2024 survey. RCA is working with the City and non-profit partners on solutions that help people and protect shared spaces.

Why It Matters

Compassion & Dignity

People experiencing homelessness are part of our wider community. A humane response treats them with dignity and connects them to real help.

Connecting People to Services

Lasting solutions come from outreach, housing, and services — not from moving people along. RCA works to link neighbors to the right resources.

Safe, Shared Spaces

Residents should feel safe at corner stores, parks, and sidewalks. Addressing the underlying conditions makes those spaces work for everyone.

Working with Partners

Homelessness is bigger than any one block. Progress depends on coordinating with the City, HPD, and non-profit service providers.

A lasting response pairs compassion with accountability — connecting unhoused neighbors to services while keeping the corner stores, parks, and sidewalks that everyone shares safe and welcoming.

What We Heard

In the 2024 survey, many neighbors described homelessness and related activity around the Southmore corridor and nearby corner stores, and asked RCA to help address it. Residents want a response that is both effective and humane — one that connects people experiencing homelessness with services and support, while restoring a sense of safety and care in the public spaces the whole neighborhood relies on.

What RCA Is Doing
